Robert's annual state of the industry presentation will summarise the major international and domestic challenges and opportunities facing the industry; and present the industry with a range of strategic organizational and industry promotional options for discussion.

Hon David Caygill – Chairman - Education New Zealand Board

Hon David Caygill is a former Cabinet Minister and Member of Parliament (MP). He graduated B.A., LL.B (Hons) from the University of Canterbury. He served three terms on the Christchurch City Council and as an MP for 18 years. During the Lange and Palmer governments he was Minister of Trade and Industry (1984-88), Minister of Health (1987-88), and Minister of Finance (1989-90). In December 2003, David was appointed Deputy Chair of the Commerce Commission.
As Chair of the Electricity Commission, David has also been appointed as an Associate Member of the Commerce Commission, and a Board Member of the Energy Efficiency and Conservation Authority. David is the current Chairman of Education New Zealand's Board of Trustees.

Robert Stevens – CEO - Education New Zealand

Rob is currently Chief Executive of Education New Zealand and prior to that was employed by the Australian Commonwealth/Federal Government where he worked as a Director within the International Group of the Australian Federal Department of Education, Science and Training (AEI, the Australian Government’s international education network). Prior to moving to Australia, Rob was employed as the International Manager of the New Zealand Ministry of Education; Executive Assistant to Hon John Luxton; and Researcher in the Parliamentary Research Unit of the New Zealand House of Representatives.


What aspirations does your sector have in the international/export education domain in the medium term?

A range of sector representatives will present their ideas on where the international education component of their sector to look like by 2015. Each panellist to speak on the topic followed by a “If that’s where the industry wants to go, what is the best way of getting there?” before opening the session up for comments/questions from the conference floor.

International Education in Australia: getting the balance right

The Honourable Bruce Baird AM will be presenting an Overview of the Australian Situation.  He will outline the set of issues that generated the current situation in Australia, the changes that are being made to the ESOS Act (the Aussie version of the Code of Practice) and the somewhat controversial changes to Australian student immigration/migration policies.  Hon Baird will conclude with a prediction of where Australia’s international education industry may be heading in the future. This promises to be a very interesting, and thought provoking, session.

Hon Bruce Baird AM - Head of Federal Government's review of the Australian Export Education Industry

In the wake of attacks against international students in Australia Hon Baird was commissioned by the Australian Federal Deputy Prime Minister and Minister of Education to provide an independent assessment of the international education sector.  Mr Baird’s report has been the foundation document that is guiding immediate changes to improve the experience of international students choosing to study and live in Australia and the linkage with immigration.




Vision of export education in New Zealand

The Minister will deliver his first major speech on international education at the conference.  The Minister will share with us his thoughts and vision for international education.  As a key player in the new government administration, all sectors will have a strong interest in hearing from Hon Steven Joyce and asking him questions following his speech.

Sarah Cox - PACE Events and Offshore Network Senior Manager - Education New Zealand

Sarah joined the Education New Zealand team in 2001, previously she taught English in Fukuoka, Japan and worked for the Ministry of Education in Wellington.  Sarah's qualifications include a Trinity College of London TESOL Certificate, Bachelor of Arts (Japanese) and Postgraduate Diploma in Marketing. Sarah is responsible for the overall PACE strategy and management, offshore network management and the ‘New Zealand Educated’ brand.


Prabha Ravi - Cluster Events Senior Manager - Education New Zealand

Prabha worked as an International Marketing Manager at Wellington Institute of Technology for five years. At Weltec she was responsible for marketing, recruitment and business development activities in Asia (including Indian Subcontinent), Middle East and the Pacific Islands. She has worked in the education industry for 10 years in management positions in both the private and public sector. She has a degree in Mathematics and a Masters in Public Administration. Prabha joined Education New Zealand in January 2010. She is responsible for reactively and proactively organising targeted events and opportunities for cluster groups within the education export industry, New Zealand Specialist Agent training, and organising inbound agent and media visits.

Rupert's session will cover: Who are UK NARIC and what work do they do? Their international memebership. An overview of their international comparisons database and NARIC UK's part in the international recruitment process. Rupert will also take questions at the end of the session.


Rupert Summerfiled - NARIC UK

Rupert Summerfield has been with UK NARIC for the past 2 years.  Until March 2010 Rupert held the position of Senior Account Manager for International Members plus Higher Education in the South East of England. As a senior member of the team at UK NARIC,  Rupert has been made solely responsible for International New Business Since March 2010.   Rupert is currently tasked with identifying, planning and fulfilling campaigns into the International Market, delivering training, and forging strong business relationships with a variety of clients and stakeholders.



Updates in Social Networking & E-Marketing for Schools

Vince's session will provide best-practice, hints and how-to’s for those working with limited resources. Vince will also highlight significant changes that have happened in social media over the last year including the game-changing alterations to Facebook.

Vince Warnock - Education New Zealand    

Vince Warnock has been the Online & Webmaster and resident technology guru for Education New Zealand since October 2007. Vince has a high level of technical knowledge and over ten years background in web development and design. With a passion for Social Media and the interactive web, Vince has fast become the go to guy for all things web and web 2.0.


Economic Impact China, Korea and Japan

Jason will highlight the results and key findings from the EEIDF funded Economic Impact China, Korea, Japan report commissioned by Education New Zealand. The purpose of the report is to improve understanding of the economies of China, Japan, and Korea, and to make recommendations on strategy to maintain and/or grow these markets.

Jason Leung-Wai - Senior Economist     - BERL Economics

Jason is a senior economist at BERL. His areas of interest revolve around economic development where he has worked on economic impact assessments, regional and industry analysis, and regional economic development strategy.  
His current projects include
• developing an indicator framework that shows the contribution Local Government makes to economic growth and
• identifying a sector-based approach to supporting Research and Development in New Zealand.
As well as overseeing two current EEIDF funded research reports being presented at this conference, Jason was involved in last year’s In-Depth China report.  Jason has also worked on research for the NZ ITPs.



TNE - The Student Experience

This session will look at the results of a survey undertaken by the International Graduate Insight Group (i-graduate) in an effort to understand the experience of those students on transnational education programmes.  Particular attention will be paid to areas of the student decision making process, the learning, living and support environments.


Sharon Calvert - i-graduate (Australia & New Zealand)

Sharon Calvert represents the International Graduate Insight Group in Australia and New Zealand (i-graduate).  She has been working in international education since 2002, holding senior positions within the International Offices at both the universities of York and Durham in the UK.  She has considerable experience across a broad spectrum of activities related to internationalisation in higher education institutions.  Specifically Sharon has experience in marketing, student recruitment, strategic planning, client relationship management, managing international student support services, strategic partnership development and the identification and development of transnational education provision.    Previous to her education sector experience Sharon has managed medium to large-scale marketing and public relations projects.

Qualification Recognition Matters

During 2007-10, the New Zealand Qualifications Authority (NZQA) and the National Qualifications Authority of Ireland (NQAI) carried out a project to improve the basis on which Ireland and New Zealand recognise each other’s qualifications. The project tested a new approach to qualification recognition agreements, with the aim of removing qualification recognition barriers so that learners and skilled workers are able to benefit from international study and work opportunities.  Addresses from Dr Karen Poutasi and John O’Connor will outline the project and its international context and importance. A panel discussion will follow, to address questions from participants.


John O'Connor

John O’Connor has worked as a Development officer with the National Qualifications Authority of Ireland since 2008. Prior to that he worked as Academic Registrar in Portobello College Dublin and spent fifteen years as a Senior Lecturer in European Industrial Relations and in Corporate Social Responsibility.
John works with colleagues at NQAI and external stakeholders in the implementation of the Irish National Framework of Qualifications and has particular responsibility for promoting the use of qualification frameworks in the labour market planning and in enhancing social inclusion and mobility.


Dr Karen Poutasi

Dr Poutasi was appointed Chief Executive of NZQA in May 2006.  Previously, she was Director General of Health, having worked for more than 25 years in senior roles in health services management. Dr Poutasi has extensive experience in change management and organisational development.

Dr Judy Forsyth

Dr Judy Forsyth has more than 12 years experience in the area of qualifications frameworks, having provided high level executive support to the governing body of the Australian Qualifications Framework (AQF) from its establishment in 1995 to mid-2008. Dr Forsyth has been an active participant in major OECD initiatives concerning qualifications systems, has made numerous overseas presentations on the AQF and its domestic and international roles and functions, and has been consulted by many countries seeking to establish their own national qualifications frameworks.

Prue Wilson

Prue Wilson is a Senior Policy Analyst (International) at NZQA and led the project with the National Qualifications Authority of Ireland on The Compatibility of Qualifications in Ireland and New Zealand.  

Prue represented NZQA and presented papers at the ASEAN Quality Assurance Network Meeting, Jakarta, July 2010, the Irish Bologna Experts Conference, Dublin Castle, 2010, and the European Training Foundation Conference, The European Qualifications Framework: Linking to a Globalised World, European Parliament, Brussels, 2009.

Prue has broad experience in the education sector, as a compulsory sector evaluator, a teacher professional development facilitator and professional studies lecturer, a senior manager in a primary school, and a visual arts educator.

 

Online Promotions Update

This session is an overview of the development, implementation and outcomes of the Learn More Stress Less online promotions ENZ has undertaken in 2010.

Kathy Phillips - Education New Zealand

At ENZ Kathy is responsible for the overall promotion strategy, research and capability development, online strategy and promotion, and the export education innovation programme (in consultation with industry representatives and stakeholders); and contract management. Before joining ENZ, Kathy was involved in the organisational management of UCOL's international department as well as offshore marketing. Prior to that she was responsible for the management of admissions into the Massey University English Language Centre Programmes. Before becoming involved with the international education industry, Kathy's background was in sales, marketing and administration in production environments and the health sector.

 

 

Experiences with International Students


Campbells Bay School has been working with international students since 2002, and has now implemented some creative and innovative marketing strategies, working with agents and families. The pastoral care of students is of paramount importance for students at this age level and therefore a considerable number of procedures are in place for students and families to ensure their experience is a positive one. A recent initiative working with a local intermediate and two high schools has broadened the horizons for working with international students in the future. The school currently has 19 international students. Since opening in 1925 with a total student roll of 16, Campbells Bay School has grown considerably. The student roll at the end of 2010 is expected to be 700 in this decile 10 (high socio-economic) school.  A large area of regenerating native flora was reopened as part of the school's 75th anniversary celebrations in 2000.

Duncan Millward is Director of International students and Deputy Principal at Campbells Bay School. He began working as a teacher in 2002. Previously he had taught for two years in North Carolina, USA and originally comes from the UK where he began teaching.



Collaboration and Maximising Immigration Outcomes in the Export Education Industry

Nigel will talk about the recent reorganisation and refocusing of the Department of Labour and how this will impact on the export education sector; his vision for how Immigration New Zealand will delivery the Government’s immigration outcomes (covering both strategic and practical dimensions) and how he sees a more collaborative working relationship being formed to maximise the export education and immigration outcomes from the industry.


Nigel Bickle - Deputy Chief Executive Immigration at the Department of Labour

Nigel is the new head of Immigration at the Department of Labour, and as such is a key domestic stakeholder and influencer for the export education industry.  Nigel is an experienced senior public service leader with an extensive background in change management, service delivery and policy. The majority of his experience is in front-line service delivery, in a number of operational and support leadership roles specifically within complex organisations undertaking change.

The potential of the internet to radically change the cross-border delivery landscape

Michael will discuss his views on the potential of the internet to alter international education.  Specifically he will talk about the potential of the internet to radically change the cross-border delivery landscape as new technologies make it easier to undertake distance learning via the internet; and
- an up-to-the-minute update on the latest developments in search engine marketing.

His presentation will be relevant to all education exporters with an eye to the future and the current on-line world.


Michael T Jones - Chief Technology Associate - Google (USA)

Based at Google’s Global Head Quarters in Palo Alto California,  Michael Jones is Google’s Chief Technology Advocate, charged with advancing the technology to organise the world’s information and make it universally accessible and useful.  He previously was Chief Technologist of Google Maps, Earth, and Local Search - the teams responsible for providing location intelligence and information in global context to users worldwide.


Agent Management

The use of agents is a critical in international student recruitment campaigns for New Zealand’s institutions.  This session will be relevant for those with a good working knowledge of using agents who would like to develop this marketing channel more effectively, particularly in terms of managing their agent networks, incentivising agents for maximum performance and offering agents the most appropriate support systems. Prabha will end the session with an overview of the New Zealand Specialist Agent Programme and results of the recent review.

Tim Rogers - International Education Consultants UK


Since establishing his own educational consultancy, International Education Consultants UK, in May 2003, Tim has developed a client list that includes Ministries of Education and institutions in 17 countries. Tim provides commentary on all aspects of the internationalisation of education and student populations around the world and his views are widely published.

Looking Ahead - Strategy and Policy

The Minister has focussed on the need for New Zealand education providers to grow export education revenues at a faster rate over the next 10 to 15 years, than over the last 5 years.

This session investigates the challenge of growing export earnings.  This includes a brief analysis of where the sector is currently at, a more detailed look at what growth might mean for different parts of the sector, and a reminder of where the Ministry of Education sits in supporting export education.  

We then look at the current work programme in international education policy and what will be the priorities over the coming year.



Neil Scotts - Ministry of Education

Neil Scotts, Senior Manager International, NZ Ministry of Education. Neil Scotts heads the International Division of the Ministry.

His division is responsible for providing the Ministry’s advice on international education strategy and policy and for managing its international education liaison activities and linkages.  He also has oversight of the work of the Secretariat of NZ’s UNESCO National Commission.

His immediately prior roles included:
Director Research and International at the University of Otago and Research Manager of the Central Regional Health Authority. Previous experience included working in the Pacific on population and development planning issues, and in New Zealand in research and planning roles spanning education, training and health services. He has been a member of a number of committees, boards and organisations focused on development, second language teaching, student welfare and international issues,   including the council of New Zealand Volunteer Service Abroad.

He has a Masters degree in Sociology from Canterbury University.


Paul Lister - Ministry of Education

Paul Lister is the Policy Manager in the International Division of the New Zealand Ministry of Education.  He has been a member of the International Division policy team since June 2003 and has been Policy Manager since August 2004.  

Paul has been with the Ministry of Education since December 1999.  During this time he has filled a number of policy roles with responsibility, at various times for policy on Adult Literacy, and Adult and Community Education as well as helping formulate and implement policy in a wide range of area of tertiary education policy.

Prior to joining the Ministry of Education Paul was policy manager at local government level, for the Hutt City Council, and policy manager at the Ministry of Youth Affairs.  Earlier in his career he was a senior policy analyst in the Ministry of Housing and the Housing Corporation of New Zealand, and managed the Social Impact Unit of the State Services Commission from July 1987 to May 1989.

Paul has a B.A. Honours degree from the University of Otago, and was an international student at Queens University, Kingston, Ontario, Canada between 1977 and 1983 where he gained a Masters degree in Geography.



Experiences in Turkey

The EEIP Project which Chris has managed from March 2009, between Waiariki Institute of Technology and Çankiri Karatekin University in North Turkey, forms the background to this presentation.
Chris will “join the dots”  between working overseas to develop a long term relationship leading to growing Export Education for New Zealand and the use of Blended Education to give a project focus.
Blended Learning, an integrated mix of online computer based activities, rich multimedia and traditional face to face, gave Waiariki the opportunity to develop new video resources for the Course, Principles of Tourism.  This course  is included in Waiariki Diplomas in Tourism Management and Hospitality Management, as well as their Bachelor of Applied Management.
Çankiri Karatekin university offers a Turkish Diploma which aligns with the Waiariki qualifications. The project gave Waiariki opportunity to develop a learning pathway for Turkish students to study in Turkey and then complete their Qualification in New Zealand, with aligned curricula.  Other doors have been opened and the relationship is still growing, with several other Turkish partners in the wings.
Chris will share some of his experiences in Turkey, give an overview of the Turkish Vocational Education scene and explore the longer term implications of how  working towards global partnerships of this nature can impact  both New Zealand’s image overseas and the Export of Education by the sector.



Dr Chris Asby - Waiariki Institute of Technology

Dr Chris Asby has been a Waiariki Project Manager since 2007.  He joined Waiairki staff as Lecturer in Marketing to teach NZDB in 2004, after 12 years of globe trotting in mainly Central Asian countries as an EU Project Manager.   From January 2005 he spent time as Head of School, Tourism and Hospitality and became a founding member of the Waiariki Business Development Unit from late 2005, through 2006.  When the Unit was refocused into the Project Office, as part of Dr Pim Borren’s revitalising of Waiariki from 2007, he became a Project Manager.



Immigration New Zealand Update

David and Celia will concentrate this session on student visa and permit processing: issues and improvements. There will be particular emphasis on processing in Palmerston North. If time allows David and Celia will take questions.

Celia is a Business Relationship Advisor, and is based in Immigration New Zealand’s National Office. Along with her two team members, Celia’s portfolio covers many areas of Immigration such as exchange schemes; limited purpose policy; working holiday schemes and of course student policy and all related education matters, which is where much of the team’s work is concentrated.  Celia has been liaising with the education sector for the last five years.

David is the Branch Manager of Immigration New Zealand (INZ)’s Palmerston North branch which is the centralised student application processing branch in New Zealand. David has been in the role since late 2009 and prior to this was the Branch Manager, INZ Hamilton.



Vocational Research in China report

Fiona will highlight the results and key findings from the EEIDF funded Vocational Training Opportunities in China report, commissioned by Education New Zealand. This report provides New Zealand ITPs with information to guide their strategic entry into VET in China. It builds on work completed in 2008 by BERL for Education New Zealand.


Fiona Stokes - BERL Economics

Fiona is an economist at BERL.  Her areas of interest revolve around the labour market and skills development where she has worked on training and skill requirements for various industries and sectors, barriers to the labour market in regions such as Northland, and the demand for qualifications and training at Industry Training Providers based on projected labour market demands.
Most recently, Fiona has worked on an academic workforce planning project for the New Zealand Vice-Chancellors Committee and has worked with the Industry Training Federation to explore the contribution of Industry Training Organisations (ITOs) to New Zealand vocational education and training.

Recruiting from Germany

Germany represents an attractive market for New Zealand schools and tertiary providers.  This session will outline the potential market for school and tertiary providers in Germany, with a particular focus on market entry strategies, including an outline of major marketing channels and key influencers on student behaviour.


Elke Schwartz - Director - EST (public relations & communications)

Elke Schwarz is a communications professional with eight years experience of the international education market and a researcher at the London School of Economics.  She has developed expertise in school and tertiary education, advising her clients on marketing and communications strategies, particularly in Germany, Austria, Switzerland and the UK.



Benchmarking Intl Offices

As part of the 2009/10 EEIDF funded research programme New Zealand’s institutes of technology and polytechnics (ITPs) initiated a benchmarking study in 2010 on nine specific aspects of their international operations
• costs of international operations
• the staffing of international marketing, enquiries and admissions
• international admissions policies, procedures and quotas
• international student services
• international student mobility
• costs of recruiting international students from key source countries
• recruitment channels and conversion rates from applications to offers to commencements
• the functions and structures of International Offices
Alan will present an overview of the results, including comparisons to Australia where relevant.


Alan Olsen - Director - Strategy Policy and Research in Education

Alan Olsen is Director, Strategy Policy and Research in Education P/L in Sydney, carrying out research, strategy and policy advice on international education. He has worked in Asia and has published extensively. Recent outputs include The Nature of International Education in Australian Universities and its Benefits (2009) with Tim Dodd for Universities Australia; The Gaokao: Research on China’s National College Entrance Examination (2009) with Cathryn Hlavka for Australian Education International (AEI); Understanding and Engaging with International Student Applicants who do not Accept an Offer of Enrolment from an Australian Higher Education Institution (2009) with Hobsons Australia for AEI.


Critical Incidents for Schools

There are a number of statutes and regulations which govern the requirements education institutions need to observe so that all the precautions necessary to ensure the safety and health of their staff and students are in place. All will have procedures in place for events such as fire and earthquakes.  However, there are unexpected critical incidents that can occur which may involve institutions in new situations.  The Critical Incident Resource, a part of the larger Caring for International Students Resource, aims to assist institutions to prepare for and respond to critical incidents involving international students through the development of appropriate policies and strategies.


Vince Catherwood - Vince Catherwood & Associates

Vince Catherwood is Director of his own Wellington-based Education Management Consultancy business, Vince Catherwood & Associates Ltd.During most of the 1990s he was Senior Manager Tertiary Charters and Funding in the Ministry of Education, with responsibility for funding tertiary education institutions. He left the Ministry of Education in 1999 and subsequently established a successful global education consultancy business. International clients, in addition to those within New Zealand, have included governments in the Pacific Islands (Vanuatu, Solomon Islands, Tonga, Cook Islands, Niue, Marshall Islands) and in Qatar in the Middle East. Vince has led teams that have undertaken a number of research studies in the field of international education for Education New Zealand and the Ministry of Education, on topics as varied as the development of a pan-industry professional development strategy, the internationalisation of New Zealand tertiary education organisations and current marketing strategies for New Zealand education institutions.


Assessment of the New Zealand and Global Economy, and the Implications for NZ Education Exporters

NZI Business Presenter Corin Dann's speech will provide delegates with the very latest thinking on the New Zealand and world economies as they struggle to recover from the 2008 Global Financial Crisis. In the speech Corin will explore key questions dominating the thinking of leading policy makers, as they try to prevent the world sliding into a double dip recession. These include, what impact government spending cuts could have on world growth over the next year? Is inflation or deflation the big threat to world growth? Is the Chinese economy running out of steam and what happens if it does? And how long can growth last in the U.S without more state spending? In addition the shape and strength of New Zealand's economic recovery will also be looked at in depth with a particular focus on monetary policy and the current debate over whether more interest rate hikes are justified or not.

Corin Dann is a leading economics and finance commentator and reporter and is the host of TVNZ's dedicated business programme NZI Business.



ENZ Offshore Staff

Sarah Cox will introduce the industry’s offshore capability (partially received through a generous allocation from New Zealand Trade & Enterprise).  This year we are lucky to have three offshore staff in attendance, Li Zhi from Beijing, Yun-ju Jung from Seoul and Nan from ENZ’s office in Bangkok.  They will each provide updates on their markets, including summaries of recent activity, statistics, market trends, marketing advice and proposed plans for the upcoming year.

Communication Strategies

We know that communication is an important skill, yet the subject can be mysterious, even intimidating. Come along and solve the puzzle of why it is that people don’t listen.
Based on the work of social researcher Hugh McKay*, we explore the complexity of human relationships and our deep need to communicate with each other.
We discover that the art of being a good communicator is not so difficult and can be summarised into the three ‘R’s of communication.
Delegates who attend must be prepared to speak up, to participate, maybe even talk to the person sitting next to them. This workshop is intended to get you thinking about how you can improve the way you communicate with your family, your friends, your work colleagues, and your students.

Shelley Crestani - Crestani Communications

Shelley is a marketing communications professional, with nearly twenty years experience, both here and overseas, persuading people - to buy something, think something, do something.
She has experienced both sides of the client / agency divide as Group Account Director at Clemenger BBDO, Saatchi & Saatchi and KLP London, as well as Communications Strategy Manager at Telecom New Zealand.
In 2009 she set up an independent consultancy service, and currently works on a range of diverse projects such as smoking cessation, Conservation and Road Safety.

The New Zealand Qualifications Framework

Tim's session on the New Zealand Qualifications Framework (NZQF) will cover what it is and what it means for international education.
The New Zealand Qualifications Framework (NZQF) is a comprehensive list of all quality assured qualifications in New Zealand. The NZQF is the definitive source for accurate and current information on qualifications.
Established on 1 July 2010, NZQF replaces the New Zealand Register of Quality Assured Qualifications and the National Qualifications Framework. All qualifications on the Register and the National Qualifications Framework have been placed on the NZQF.

Marketing Schools in the 21st Century: The Marketing Mix Revisited

The traditional marketing mix has long been recognised as being insufficient when marketing a service and as a result the 7 Ps were developed in the early 1980s. This session will examine how the extended marketing mix can be used in marketing secondary schools and will discuss some of the challenges which managers face as a result of the highly intangible nature of their service product.

Saudi Scholarship Outcomes report

Vince and Lester will provide an overview of the recently completed Saudi Scholarship Outcomes research. This research study was designed to investigate the issues and problems that were emerging in an important and growing market for New Zealand’s export education sector, and to recommend ways of improving the situation and documenting examples of good practice in order to secure this market in future.

The study has investigated the process in regard to past scholarship management, including the range and roles of the players involved (from both the New Zealand and Saudi perspectives), and has compared the Saudi scholarship management process in New Zealand with the process with Australia. It has analysed Saudi student experiences, including the scholarship application process, provision of student support, and whether student expectations have been met. Saudi student outcomes have been examined, including average progression and completion of the Saudi scholarship and non-scholarship cohort through English language, foundation, undergraduate and postgraduate courses.

Vince Catherwood is Director of his own Wellington-based Education Management Consultancy business, Vince Catherwood & Associates Ltd.During most of the 1990s he was Senior Manager Tertiary Charters and Funding in the Ministry of Education, with responsibility for funding tertiary education institutions. He left the Ministry of Education in 1999 and subsequently established a successful global education consultancy business. International clients, in addition to those within New Zealand, have included governments in the Pacific Islands (Vanuatu, Solomon Islands, Tonga, Cook Islands, Niue, Marshall Islands) and in Qatar in the Middle East. Vince has led teams that have undertaken a number of research studies in the field of international education for Education New Zealand and the Ministry of Education, on topics as varied as the development of a pan-industry professional development strategy, the internationalisation of New Zealand tertiary education organisations and current marketing strategies for New Zealand education institutions.


Lester Taylor - Vince Catherwood & Associates

Lester has had a long career in education with special interests in teacher education and international education.  From 1984 to 1998 he was the principal of Dunedin College of Education, a New Zealand institution specialising in teacher education, both pre-service and post-service. This was followed by five years as Chief Executive of Education New Zealand.  Lester now works as an independent education consultant working both in New Zealand and internationally.  He has a particular interest in international education and has worked extensively in the Pacific.
