PISA 2007 – NZ does well

The Programme for International Student Assessment (PISA) report was released earlier this month by the Organisation for Economic Cooperation and Development (OECD). The survey, conducted every three years, compares the knowledge and skills of 15 year olds globally. The survey (over more than 500,000 pupils) gauges students’ performance in science, representing 90% of the global economy.

New Zealand did extremely well in all three categories ranking third, fourth and eighth overall in science, reading and mathematics, respectively.  When considering New Zealand against the 30 OECD countries, the rankings rise to second, third and fifth.  In all three areas, New Zealand ranked at least two places higher than Australia.  New Zealand also fares better than other traditional English speaking competitors UK and USA. Canada was also a significant performer in the PISA study.

Export education levy unchanged for 2008

There will be no change to the rate of the export education levy for 2008.

The export education levy is paid by providers involved in the international education industry. Industry organisations were consulted on the proposal for maintaining the levy rate. The levy is used to help develop and improve the quality of the industry.

The levy has not been increased for 2008 because, due to previous operating surpluses, the Export Education Levy Trust account has a balance of $1.85 million.

The levy fund supports a wide range of development and risk management activities for the export education industry including:

  • the promotion of New Zealand as a quality education destination
  • administration of the Code of Practice for the Pastoral Care of International Students
  • professional development programmes for export education providers
  • research into key industry issues
  • core funding for Education New Zealand, the umbrella body for education exporters.

Regulations maintaining the existing levy rate will come into force on 1 January 2008. The levy is administered by the Ministry of Education.

Just the Stats – latest levy statistics released

The Key Indicators for the Export Education levy for the first two trimesters of 2007 (that is to the end of August) have recently been made available.

These Levy stats are very useful because they give information on all fee paying (including short term) students, and are directly comparable with past years.

For 2007 the most noticeable trend is the increase in the number of students at the school level - up 36.7%. Tertiary numbers have gone down (reflecting the departure of significant numbers of Chinese students who have completed their study), whilst ELS shows a modest increase. In terms of tuition receipts, the rise in schools income is not as marked as the number of students, whilst the ELS income rise is ahead of the overall numbers but not the EFTS equivalent - it's a very competitive market. And of course these figures dont take outgoings like agents commissions into account.

Looked at on a nationality basis, there are significant rises in numbers from South Korea, India, Germany, Thailand, Saudi Arabia, Brazil and Malaysia (among the larger markets) whilst some smaller markets are also getting stronger - Italy and Spain are up over 100%. China continues to fall, and although new starts have stabilised and climbed somewhat, we expect a similar decline next year.

The full Key Indicators can be accessed HERE

Research – Release of industry benchmarking project

As part of the 2006/2007 EEIDF work programme, Education NZ commissioned on behalf of the industry, background research into the potential for introducing a quality mark system into the export education sector.  This report can be found HERE
