2009 New Zealand International Education Conference -‘New Times, New Challenges – Coming Ready or Not!’

HIGHLIGHTS FOR 2009 INCLUDE:
Hon Anne Tolley, Minister of Education. This will be Hon Tolley’s first major speaking engagement specifically on international education since becoming Minister of Education, and will be an opportunity for the wider industry to hear her views on the role that international education plays in the New Zealand economy and education system.
Hon Dr Jonathan Coleman, Minister of Immigration, Labour and Associate Tourism. Immigration policy and operational matters are absolutely critical to the education export industry. We will hear first hand from the Minister an update on a range of policy and operational matters, and have an opportunity to put questions to the Minister.
Tim Rogers (Director, International Education Consultants UK Ltd), the ever popular UK based marketing expert will offer insights into marketing in a recession, and present his ENZ commissioned research papers mapping New Zealand’s Masters programmes relative to our major competitors; and identifying multi-sector student loan, financial aid and scholarship schemes so that NZ's educational institutions are aware of the range, restrictions, requirements and scope of such sources for international student funding.
Rob Fyfe, CEO of Air New Zealand, will talk about marketing from the perspective of another service industry, and linkages between Air New Zealand, Education New Zealand and the wider export education industry.
Dr Karen Poutasi, CEO of New Zealand Qualifications Authority, will provide an update on pan industry qualification issues, including offshore recognition of qualifications including NCEA and domestic quality issues.
The latest ENZ research on:
• Indian student perceptions of NZ;
• China in depth marketing research;
• Offshore Student Loans and Scholarship Schemes – for all sectors;
• Masters Research.

IMPORTANT CONSULTATION - REVIEW OF IMMIGRATION POLICIES
The Department of Labour is currently reviewing aspects of student immigration policy, with the aim of better supporting the export education industry. The Department has asked Education New Zealand to coordinate the distribution of a discussion document that asks for industry views on the following student immigration policy areas:
• short periods of study (individuals);
• short periods of study (groups);
• guardianship requirements; and
• work opportunities.
The proposed changes are potentially significant for the industry, and we request that all e-news recipients download and review the discussion document. Individual providers are asked for their views via a submission process, but please note that there is a very short period for responses to be submitted (by Friday 3 July).
With such a short deadline, we have been keen to get these documents out to the industry as soon as possible. Our initial review of the papers suggests that many of the proposals are positive for the industry, and include issues that ENZ (with the support of sectoral peak bodies) has been seeking for quite some time via pan industry representations to successive Ministers of Immigration (eg: work rights for English language students).
As with past government policy consultations, Education New Zealand will be coordinating a pan industry submission to DoL on behalf of all education export providers. If you wish for your submission to be part of this wider-process, please send a copy of your submission to ENZ’s Chief Executive at robert.stevens@educationnz.org.nz

Nominations open for the International Education Excellence Awards
The annual International Education Excellence Awards are now open for nominations. You can access the nomination forms online HERE
The Awards are designed to showcase and highlight excellent practice in international education, and to recognise and celebrate those institutions that are 'making it happen'.
Why bother? Simple. The Awards are peer recognition of your capabilities, and are an excellent addition to your market positioning.
There will be three categories open to Code of Practice signatory institutions for nominations in 2009. The categories are:
• The Excellence in Marketing Award is for excellence in marketing. The judges will be looking for innovative marketing ideas and techniques that have increased student flows from either mainstream or emerging markets, or a combination of both. Marketing activities may include in country promotions, on-line or other electronic promotions or a combination of these and other activities that have demonstrably increased recruitment.
• The Excellence in Student Support Award looks for institutions that have consistently demonstrated continued excellence in pastoral care and student support programmes.
• The Innovation in International Programme Award focuses on diversification (geographic markets and/or modes of supply) and innovation, and includes academic programmes and study courses that have developed new areas of tuition and/or opened up new market possibilities. Judges will be looking for programmes that are ‘out of the ordinary’ and have a long-term viability. They may leverage from specific niche opportunities offered by the institution or region. Programmes may not necessarily be within New Zealand, and could encompass non traditional methods of delivery.

Scholarship results: NZPSAA
New Zealand Postgraduate Study Abroad Awards (NZPSAA)
The selection meeting for recipients of the final round of the NZPSAA was held on Thursday, 18th of June. A total of 88 candidates were selected to receive funding with 177 applications being submitted overall. Recipients were selected in relation to a variety of activities being undertaken outside of New Zealand. The reasons for travel include conference presentations, cooperative research with researchers abroad, workshop attendance and independent research at facilities not available within New Zealand. Candidates have been awarded amounts ranging between $550-$6000 depending upon their projects and funding requirements.
Examples of activities receiving funding include:
• Anaia Treefoot, Clinical Masters in Arts Therapy, Whitecliffe College of Arts and Design Anaia has been awarded funding to attend a workshop in New York, USA on Physical Dance Therapy/Dance Movement Therapy. Anaia's intended career is to work as a Clinical Arts Therapist specialising in Dance Therapy.
• Gina Lucci, PhD, Lincoln University
Gina was awarded funding to assist in travel costs relating to presenting her research findings at the ‘Biohydrology 2009’ conference in Slovakia. Gina’s research is aimed at locating critical source areas of Phosphorus in grazed grassland catchments.
These awards have previously been offered twice annually with applications closing on 1 May and 1 November. Please note that due to the recent Governmental decision to cease funding the Study Abroad Awards at both under and postgraduate levels, the NZPSAA has been disestablished and is not to be offered again.
PACE Update
New Zealand Education Fair, Seoul
Be part of this inaugural New Zealand only event on the weekend of Saturday 31 October and Sunday 1 November 2009. Held at the centrally located Seoul Plaza Hotel, institutions, agents and commercial sponsors will all collaborate to raise the profile of New Zealand Education in Korea.
Numbers of Korean students continue to track well for the industry, Korea remains our second largest market. All sectors are welcome to attend and further information about the event can be found HERE or by contacting Sarah
New Zealand Education Fairs, Malaysia
Registrations for the second round of 2009 New Zealand Education Fairs in Malaysia have opened. Fairs will be held in Kota Kinabalu, Kuching, Penang and Petaling Jaya from 9 – 16 August.
Particularly relevant to tertiary providers, a limited number of secondary schools are also welcome to attend. This growing market is a must to be involved in, with almost 2,300 Malaysians holding New Zealand student visas at May 2009.
The first three fairs will be held in collaboration with similar Australian events, this approach should mutually benefit both countries by increasing the promotional impact and visitor numbers.

Australia New Zealand Roadshow, Kazakhstan
Austrade and Education New Zealand are planning a promotional Roadshow to Almaty and Astana, in October 2009. To increase the profile of our lesser-known region in a market dominated by European and North American institutions, the event will be a joint Australia and New Zealand Mission. The Roadshow will be arranged in conjunction with one of the leading private education agents in the Kazakh market.
The dates for the Kazakhstan Roadshow have been set as 6 October in Astana and 8 October in Almaty. For further information or to register your interest, please click HERE

New Zealand Specialist Agent Training – Update
Further to earlier E-news updates, the New Zealand Specialist Agent Training Programme has been rolling out around the world recently. In May 57 Thai agents attended training in Bangkok, and 46 Brazilian agents went through the training in São Paulo. This month 32 Korean agents attended training in Seoul, and 11 German agents in Berlin. In the next couple of weeks we’re scheduled to train 17 German agents in Cologne, 43 Chinese agents in Nanjing and 25 locally based agents in Christchurch.

Ireland is Green with Envy
In a recent article in the Independent newspaper in Ireland, New Zealand was held up as a highly successful example of a small country attracting large numbers of international students.
International students are worth €500 million annually to Ireland’s economy, but applications are decreasing from key markets such as China and India.
A lack of consistency in the assessment of applications and high rates of visa refusal are named as possible reasons why students are choosing to study elsewhere.
For example, 46% of Saudi Arabian applicants were refused Irish study visas last year, while in the UK only 7% were turned down.
The article’s author recommends taking the best of New Zealand’s and the UK’s models and developing an international education strategy for Ireland. She estimates that with the proper support, Irish numbers of international students could triple.
